Praise: You establish the kings of the earth and you put nations under their dominion. You oversee wars and rumors of wars. You proclaim liberty to captives and set the exiles free.

Confession: We have profaned your name by half-hearted repentance, walking according to our own desires, seeking to enslave rather than love our neighbors. We have transgressed your laws and have not kept the terms of your holy covenant.
